The static epsilon of example 2 is just the static vacuum epsilon in 
units of 8pi (so the values are just 1/8pi). But if you run a GW 
calculation (see example3), the code will produce the file 
epsilon.static which is the static dielectric tensor (in units of 8pi) 
of your material.

For parallel cal moh! never found such problems even going to 
216kpoints. Maybe is a memory problem.
